The County Durham Local Offer

By September 2014, Durham County Council has to publish information about services that are available for children and young people with special educational needs between the ages of 0-25.  This is called the Local Offer. 

The Local Offer will allow parents, young people and professionals to see more clearly what services are available for children with special educational needs and disabilities in their area and how to access them.   This includes their statutory entitlements and what is available for their child from early years settings, schools (including Academies and Free Schools), colleges and other services, and also including health and social care. 

The Local Offer will include provision from birth to 25 years, across education, health and social care.  The Local Offer is being developed with children and young people, parents and carers, and local services, including schools, colleges, health and social care agencies.

What information will be included in Local Offer?

The Local Offer must include information about the services that we believe will normally be available in Durham and the area.  This will include:

  • Education, health and care provision
  • Arrangements for identifying and assessing children and young people with SEN
  • How services are accessed (including eligibility criteria) and how decisions are made
  • Arrangements for supporting children and young people move between school phases
  • Services to support young people in preparing for adulthood and independence
  • Leisure activities
  • Arrangements for disagreement resolution, complaints, mediation and appealing to the SEN Tribunal
  • Sources of support, advice and information
  • Information for feedback and review of the Local Offer

Local offer feedback

In November, the Making Changes Together conference for parents discussed the SEN reforms and the Local Offer.  We will continue to work with children and young people, their parents and carers in developing and reviewing the Local Offer to help us to improve the services we offer.  

Where will I find information about the Local Offer?

We will publish the Local Offer on this website.  This is still being developed.   

The Council for Disabled Children has produced a useful briefing note on the Local Offer 

On 29 July 2014, the SEND Code of Practice was approved by Parliament.  The Code can be downloaded from the governments publication page.
